REM Transylvania 2027

1. The legal nature of the transactions and the absence of a return of goods

1.1. Within the framework of REM Transylvania 2027, the sums paid by Participants represent participation fees for services relating to a specific event, and not the price of physical goods. Consequently, there are no products that can be returned, and no return procedures specific to the sale of goods apply.

1.2. By completing the purchase, the Participant confirms that they understand that the chosen package is personalised, time-bound and gives rise to financial and organisational obligations for the Main Organiser and/or the Pre-REM or Post-REM organisers, including bookings, contracts and payments to suppliers.

2. Non-refundable packages

2.1. Packages purchased for REM Transylvania 2027, Pre-REM and Post-REM are non-refundable. The Participant may not request a return, cancellation, refund, exchange or conversion of the package into credit for future events should they be unable to attend for any reason, such as personal, professional, medical, family, transport, visa, travel document issues, changes to travel plans, incompatibility with the final programme of the Event, or any other reasons not attributable to the Main Organiser.

2.2. This policy is based on the nature of the services associated with an event having a specific date or period of performance and on the exception provided for in Article 16 (1)(l) of Government Emergency Ordinance No. 34/2014, as the packages may include accommodation services for purposes other than residential, catering, leisure activities, cultural or social activities, or other services related to the Event.

2.3. Any exception to the non-refund policy may be granted only if the Main Organiser expressly decides, in writing and on an exceptional basis, to apply an alternative solution, without such a decision creating a precedent, a binding practice or a right for other participants.

3. Duplicate transactions, technical errors and unallocated payments

In the event of duplicate transactions, obvious technical errors on the part of the payment processor, payments not allocated to a valid registration, or amounts withdrawn without the registration being finalised, the Participant may request that the situation be investigated by contacting the address provided. The Main Organiser will promptly investigate the request, in conjunction with the payment processor, and any amounts collected without cause or as a result of a confirmed technical error may be rectified, without this procedure being classified as a general policy for the return or cancellation of purchased packages.

4. Modification, rescheduling or cancellation of the Event

4.1. The Main Organiser may cancel, postpone, relocate, reduce, restructure or adapt the Event, in whole or in part, where this is required or reasonably justified by force majeure, case fortuit, governmental or administrative measures, safety concerns, public health restrictions, venue unavailability, supplier failure, transport disruption, insufficient participation, failure to reach minimum logistical or financial viability, withdrawal of essential partners, or any other circumstances beyond the reasonable control of the Main Organiser.

4.2. The programme, venues, order of activities, speakers, trainers, suppliers, transport, hotels, menus, cultural or social activities and other logistical elements previously communicated may be amended by the Main Organiser where this is necessary for the smooth running of the Event, to protect participants, to comply with legal, administrative or contractual requirements, or as a result of circumstances beyond the Main Organiser’s reasonable control, such as, but not limited to, the reasons stated above. Such changes will be communicated to attendees as soon as reasonably practicable.

4.3. If any of these situations arises, the Participant shall not be entitled to any refund, compensation, or alternative arrangement, unless the Organiser explicitly decides otherwise at its sole discretion, to the extent permitted by law.

5. Transfer of registration

5.1. Packages are non-transferable and may not be assigned, resold or transferred to other persons without the prior, express and written consent of the Main Organiser. Without this constituting an obligation, the Main Organiser may, on an exceptional basis, permit a change of participant, provided that such change is feasible from a logistical, legal, contractual and administrative point of view, that the new participant meets all applicable conditions of participation, including eligibility and membership requirements, and that all information and documents requested by the Main Organiser are provided in due time.

5.2. Any request for a change of participant must be submitted in writing to the Main Organiser no later than 28 December 2026. Requests submitted after this date may be refused without further justification, considering the logistical arrangements, accommodation allocations, supplier deadlines, accreditation procedures and other organisational commitments already undertaken by the Main Organiser.

5.3. Any approved change of participant shall be subject to the Main Organiser’s written confirmation and shall not constitute a refund, return, cancellation or replacement of the package. Any unauthorised assignment, resale, transfer or attempted transfer of a package shall be null and void and may result in the cancellation of the package, without refund or compensation.

6. Pre-REM and Post-REM – cancellation and liability

6.1. In the case of Pre-REM and Post-REM packages, the Main Organiser acts solely as a facilitator for registration, collection and transfer of the fee to the organiser of the respective event. Any enquiry regarding the programme, changes, cancellation, rescheduling, logistical arrangements, access, safety, included services or any other matters relating to Pre-REM or Post-REM will be dealt with in accordance with the relevant organiser’s own rules, namely the Rotaract Club Satu Mare Association for Pre-REM and the Rotaract Club Sibiu Association for Post-REM.

6.2. Once the fee has been transferred to the Pre-REM or Post-REM organiser, the Main Organiser cannot be obliged to reimburse the relevant amounts from its own funds and shall not be liable for the execution of the events organised by these associations, except where the law provides otherwise.
